Tatarstan President: Primary task is to maintain positive dynamics of budget revenues

On November 2, speaking at a regional meeting of financial, treasury and tax agencies on the results of execution of Tatarstan consolidated budget for nine months of 2015 and tasks till the end of the current year  Tatarstan Minister of Finance Radik Gaizatullin said that regional consolidated budget received 179.1 billion roubles, including 154.2 billion roubles of tax and non-tax revenues and 24.9 billion roubles of gratuitous receipts.

He reported that for the first nine months of the current year, 56.8 billion roubles of income tax entered the regional budget. Individual income tax amounted to 40.3 billion roubles, land tax to local budgets amounted to 5.5 billion roubles, gross income tax made 5.8 billion roubles. Moreover, 10.7 billion roubles of non-tax revenues were mobilized to the consolidated budget of the republic for the reported period.

The minister noted that revenues received allowed to fully pay wages and salaries and to finance planned budgets expenditure of all levels of the republic.

Gaizatullin reminded that Tatarstan budget for 2016 has passed the first reading at the State Council session on October 17. After the first reading, Tatarstan budget revenues are projected to total 158.9 billion roubles, expenses - 164.7 billion roubles, deficit - 5.8 billion roubles.

Commenting on the budget performance for the nine months of this year, Tatarstan President Rustam Minnikhanov said that the overall situation was tense. In particular, there is decline in profits of some large enterprises. "Almost a quarter of national companies (24.2 per cent) received damages in the amount of 45 billion roubles. This is a considerable figure," he said.

In addition, he paid attention to the fact there was a growth of arrears of property and land taxes, a problem of efficient municipal property use. In particular, since the beginning of the year arrears of rent for land and municipal property significantly increased (160 million rubles) in 22 regions.

Speaking about the tasks, Minnikhanov said: "The primary task in conditions of the economic slow-down is to keep positive dynamics of income."
