Intergovernmental transfers preorienting subject to the decree of the President

The target inter-budget transfers will be reoriented and prioritized taking into account the objectives and priorities of the presidential decree and the strategy of spatial development of the country, said the first Deputy Chairman of the Duma Committee on budget and taxes, Irina Guseva.

Commenting on the draft main directions of budgetary policy for the years 2019-2021, she also said that they will continue granting incentive transfers. «This grants for achievement of the highest rate of growth of tax capacity, and subsidies to promote growth of the tax potential for the tax on profit of organizations», — said the Deputy.

Also, she said, will be revised in a phased transfer from the Federal to the regional level excise taxes on oil products and spirits, the extension of the practice of application of the mechanism of «two keys» and granting regions the authority to establish tax incentives income tax property tax and land tax for residents of special economic zones and members of the free economic zone.

The formation of the national projects will be based on the inclusion of mechanisms for coordination with the regions and municipalities, said Guseva. In Federal projects, according to her, will set targets in the regional context, which will later be reflected in the agreements on the provision of financial support to regional budgets.

The achievement of the established values of indicators will be taken into account in the preparation of the industry ratings of the effectiveness of the regions, and in some cases, when evaluating the performance of governors and with the financial encouragement of the regions grants. «And since all regions have different, in the formation of targets will be considered as current state of the industry in a particular area and the need for its modernization, and opportunities of the region. It is definitely a big step forward,» believes the first Deputy Chairman of the budget Committee.

She is confident that these measures will help the regions, but there is something that the Cabinet have not yet implemented fully, but this must be done as soon as possible. «I’m talking about a complete transition to the provision of consolidated grants under one program or subroutine, the completion of the inventory of consumable powers of the constituent entities of the Russian Federation and the transition to a model budget. This will help to balance regional budgets, to reduce the gap in living standards in various regions, towns and villages, and this is exactly what the President said,» — concluded Guseva.
